2014 Memos From Assistant City Manager R. Barry Crook to City Council
Note the copious insistence that repairs only amount to $7000 per unit until a cost estimate commissioned by City staff indicates that repairs will cost 5 times that amount which is followed by insistence that a $3.24 million assessment of owners or loan is “affordable” and presumed.
Question:
How is it possible for Centennial owners to have ignored nearly $1 million in recommended repairs during the 1990’s, as Barry Crook and City Staff suggest, but, after more than a decade of continued neglect, only $650,000 in repairs is required, as City Staff suggest?
